On April 27, 2000, the first National Framework Agreement (NFA) in Bulgaria was signed between the National Health Insurance Fund and the professional organizations of physicians and dentists. This is the first consensus-based contract that defines the rights and obligations of the NHIF, the Bulgarian Medical Association, the Union of Dentists in Bulgaria (Bulgarian Dental Association), the regional health insurance funds, and the providers of outpatient medical care in the healthcare system.
